The goal of the Democracy program is to foster a pluralistic, vibrant democracy through the civic integration of immigrants, support for nonpartisan voter registration and education, and voting rights. Under this program, Carnegie has the following Focus Areas.

1. Field Building: Through support for state and local groups aiding immigrant communities

2. Strategic Communications: Informing the immigration reform debate and providing messaging for communities

3. Policy Development: Improving federal and state policies regarding immigration and civic integration

4. Nonpartisan Civic Engagement: Encouraging legal residents to become American citizens and informed voters.

The Corporation awards the majority of its grants to support public agencies, universities, and public charities that are tax exempt under section 501(c)(3) of the U.S. Internal Revenue Code or their equivalent. The Corporation can fund internationally, but on a very limited scope.
